Seats vs. questions

The left nav is organized by seat — Security, Finance, Executive, Engineering, Compliance — because that's who you are. Within each seat, pages are grouped by these four questions — because that's what each page answers. Shared pages re-lens by ?seat, so the same surface leads with the number your seat cares about most.
