Control Plane · Orientation
Four questions, five seats — find your way in.
Every surface in the control plane answers one of four questions about the fleet: is it healthy, is it safe, who is accountable, and how is it wired up? Seats decide which surfaces you lead with; the questions decide what each one is for.
Bottom line

Seats vs. questions
The left nav is organized by seat — Security, Finance, Executive, Engineering, Compliance — because that's who you are. Within each seat, pages are grouped by these four questions — because that's what each page answers. Shared pages re-lens by ?seat, so the same surface leads with the number your seat cares about most.
Question groups mirror inbox/qdash — what each tab is for.md. Surfaces are the wf4 control-plane pages; counts from app/data/c16-fleet.ts.
